Add Kyivpastrans

Added GTFS Static and Realtime feeds for Kyivpastrans (Kyiv transit operator covering buses, trams, and trolleybuses).

Source: Feed links are sourced from the official governmental open data portal:

Note on Availability: GTFS Static data availability is currently intermittent, likely due to regional electricity outages affecting the host servers.
