Draft implementation evidence only. The nine named residual risks remain implementation-verification obligations and fail-closed future stops.

The reviewer independently recomputed the merge-base/live draft head, inspected the complete range, ran make verify, re-read live required checks, and validated the record against the candidate TLC schema and semantic validator. Current adoption/workflow blobs remain exact and unchanged; numeric/null App identities and provider metadata are faithful; the future check is absent/unrequired; authority/effect arrays are empty.

CFAR-AGENT-002 is minor/accepted_pending: the inert record is not validated by this consumer's active CI because the candidate wrapper/adoption is deliberately absent. Exact-subject review validation passes; future wrapper activation must add durable validation without duplicating policy.

Fresh provider read-back matched every required-check tuple, including literal null App identity; make verify passed. Pending: CFAR-AGENT-001 (older in-repo IAR prose incorrectly calls the later v2 evidence amendment mechanical) and CFAR-AGENT-002 (the inert candidate record is not validated by active consumer CI). CFAR-AGENT-003 rejects the apparent unknown_app_id_is_not_null/literal-null contradiction with evidence: null is provider-returned predecessor truth; unknown is the unresolved new TLC identity. No active gate can consume or false-pass from the record.
