Description
In an attempt to follow the REUSE Specification (supported by the Linux Foundation) for managing licence information, this PR adds the recommended
SPDX-FileCopyrightTextandSPDX-License-Identifierheaders.Besides, a new linter is added for the CI to check the license headers.
