Editor support used to depend on the qmllint hook running once, since that's the only place the qs.* import shims and .qmlls.ini got created. A fresh clone had no editor support until the first lint. The generation logic now lives in its own script that just init runs, so the editor works right after setup. The lint hook reuses the same script and behaves as before. Silently exiting 0 let the ubuntu lint CI job pass without ever running qmllint, since it has neither DMS nor qmllint installed. That hid a real coverage hole behind a log line nobody reads. Make the missing tooling an explicit failure instead, and have the CI workflow skip the qmllint hook openly through prek's SKIP env var, where the skip is visible in the workflow config.
