There are some strange bugs in GitHub Actions which are affected by the order of properties: https://github.com/orgs/community/discussions/31587#discussioncomment-9893422
Remove unsupported macos-11 and macos-12 and add new windows-latest OS into the default list of OSes for manual CI.

Did it in my branch, will raise a PR when manual CI checks are passed. |
This was needed to workaround the issue in Conan which is closed as fixed by now conan-io/conan#4322
