Adds a regression repro for the Type-C 16-pin footprint where non-plated mounting holes sit inside the component’s own courtyard.
This verifies that footprint-owned holes are grouped with their parent component and do not produce false pcb_footprint_overlap_error placement errors against that same component’s courtyard.
#147 this PR fails to check that !
