Sabre algorithm based on original paper
Analysis for front list, dependency graphs, distanceMatrix generation etc.
Currently supports only CNOT based 2 qubit gates (in rewriting step).
Added test for a simple circuit with swap insertion.
Does not include allocation of physical qubit index in QubitType yet, will add that in next PR.
