Refactor the
record_entryforgov/proposals/v0to utilize a map structure for better clarity.Reverting the previous merge that updated the
cuddleversion (I thought it has been updated already in downstreamcardano-ledger, but it hasn't). Restricting it to<1.8for the time being.
