Introduces AGENTS.md as the central instruction source and adds lightweight pointers for Copilot and Claude to use it. Also rewrites the forward-call README with clearer prerequisites, required env vars, Twilio CLI setup, local run steps, webhook configuration (CLI and Console), and deployment instructions.
