Description of Changes:
One line (technically two now that I updated a comment line) change to remove the wetland category from the "no fire" categories, as they can dry up and burn in some seasons. Intended to improve smoke emissions at high latitudes.
Tests Conducted:
See ufs-community/ufs-weather-model#3127 (RRFS regression suite run on WCOSS: passed)
