[production/GFS.v17] Update UFSATM hash: Bring in work that updates UPP production branch

Description:

This commit will update the UFSATM hash for the production branch of GFS v17. The UFSATM hash has added the hash to the UPP production branch (named release/gfs_v17). The UPP hash contains a bug fix that resolves a race condition (NOAA-EMC/UPP#1413). This fix has already been merged into UPP develop (NOAA-EMC/UPP#1402) and will be pulled into UFSWM develop when the next UPP has update PR occurs.

The changes were tested on the UPP side.

Commit Message:

* UFSWM - Update the UFSATM hash
  * UFSATM - Update the UPP hash to point to the GFSv17 production branch
    * upp - Thread-safe calculations for USWRF, SDEN

Priority:

• Critical Bugfix: Reason
• High: Testing will be done with GFSv17 retros
• Normal
