Fix tropical cyclone HSD case

Description:

resolve timeout issues with tropical cyclone hsd case (reported in #3092) by utilizing default fd_ufs.yaml rather than original version (fd_ufs.tc.yaml) located in INPUTDATAROOT/.../HSD_input_data/tropical_cyclone/fix

i ran this on ursa for FHMAX=3 (default for TC case) using ./ufs_test.sh -a epic -k -r -c -n"tropical_cyclone intel" and the model ran to completion as expected (out.txt). hopefully this out log is enough to get this fix in; don't think it is worth all the comp. resources to run the full RT suite for this simple fix that only impacts a single hsd case inside tests-dev..
