Description:

This PR will bring in changes that we merged into develop via #2964 and #3044. The changes are for the MOM6 logging changes that were introduced in those PRs. This is a requirement from NCO for develop.

Changes were tested by myself via the production/GFSv17 RTs and in the GW dev/v17 workflow (NOAA-EMC/global-workflow#4648). All changes were previously merged into develop via prior commits.
