Move settings gear icon to shared step header and restyle close button

Summary

• Moves the settings gear icon from TranslationsView into the shared StepViewRouter header, so it now appears for all stages that have settings (defined by SETTINGS_STAGE_SLUGS).
• Restyles the settings close (X) button to use a rounded circle with a subtle background for better visibility.
