CLDR-19063

  • Add information about how to know which languages will be open

  • Update known and resolved issues

  • Remove CLDR 48 priorities

  • This PR completes the ticket.

Some good updates altough i wonder if the deleted content shouldn't show up somewhere more permanent (could be a followon)

These should already always be added to more permanent pages if they are needed for all future submission periods when this page is updated. This page is intended to make it easier to find what is new.
