CLDR-19185 Fix _redirects for latest,dev; fix some downloads page links for 48.1 and reorder

• This PR completes the ticket.

I was looking at why https://www.unicode.org/reports/tr35/proposed.html -> https://www.unicode.org/reports/tr35/dev/tr35.html was not giving the correct version of the spec (it shows CLDR spec version 77 from 2025-10-30 which is not even valid anymore) and started looking around at various pages in docs/sites, and found some issues. It may be that none of these relate to the problem I was looking at, but several of them seem to need fixing:

• docs/site/_redirects had dev as cldr-48, latest as cldr-47 and tag-latest as release-48 (self-inconsistent); updated all of these. Not sure whether/how this file is used, but at least it is corrected.
• downloads pages:
  • In the JIRA query, changed "48.1" to "48%2E1" to escape the ASCII punctuation as with the other queries (may help in some situations): docs/site/index/downloads.md, docs/site/downloads/cldr-48.md
  • Fixed some of the link citations: docs/site/index/downloads.md
  • Re-ordered link references to match citation order for consistency, and use a consistent style for the citations (helps with error checking): docs/site/index/downloads.md
