Update section about updating redirects

  • This PR completes the ticket.

ALLOW_MANY_COMMITS=true

Updated headings and content for clarity, including link examples and redirect instructions for releases.

Update the table with the final list of release links for redirects related to the site.
Redirects for other properties which include the spec, and charts are controlled on the server and need Steven or Tom to update them.

Fix the links as followed (to **Link Nonfinal**). (When the release is done, fix to **Link Final**).
Create a new stub release page for the next release by copying the previous page (...downloads/cldr-49 or whatever) and state that it's a stub. Retain the top-level headers from the previous release page.

*Note: replace 99 by target release number, 999 by target release number minus 1, and 88 by final tr35 revision.*

I think since the instructions are to copy the previous page instead of a sub, the 99, 999, ... need to be changed.
