Change logging behavior

• logging is split up in femmt logging (using python logging module and needs a logging config by the user) and onelab_verbosity, which is a default set to False and can be set by the function parameter
• move from setup.py to pyproject.toml
• require minimum python version 3.11
• remove from typing import ...
