that is if you map tools with explicit requirements to destinations with singularity enabled , container resolution should not happen (does not matter if
<container type="docker">/<container type="singularity">). you would need a explicit_singularity resolver (+ maybe a cached_explicit_singularity). If you do this I would add them after the mulled resolvers (since those will hit more frequently).
