Admin Annonucement Page Fixes

Implementation description

• Added backend script backend/scripts/provisionUser.ts to use firebase sdk to create/update a user, set password, confirm email auth, and set role
• Added admin nav bar layout + announcements button to the layout
  • Also fixed resulting layout errors (i.e. collapsed layout) for admin announcement management page
• Fixed farmer banner formatting of text to format html properly

Steps to test

1. Sign into the BP account (see notion for details)
2. On the admin announcements page create an announcement (i.e. use all the different formatting options) + create multiple
3. Sign into your personal account as a farmer (use script to give yourself farmer role)
4. On the farmer view, you should see expandable banners in the bottom right which you can switch between, the text should be formatted properly, and you should be able to x to delete the banners from your view permanently

What should reviewers focus on?

• I added faint red highlighting on current day for calendar picker just for visual affordance for user (i.e. easily know which day today is) - this was not in figma tho
