RelatesTo: #17737
development-tooltype is new feature available in next Spring Boot 4 RC (or in SNAPSHOT today). Adding it already shouldn't have any side effects. Projects updating to new SB release later shouldn't have any side effects since they should exclude vaadin-dev anyway manually. Manual excluding is not needed anymore with this.
