Add Spring-Boot-Jar-Type: development-tool to vaadin-dev and vaadin-dev-bundle manifest to exclude it from Spring Boot uber-jar package automatically.

RelatesTo: vaadin/flow#17737

development-tool type is new feature available in next Spring Boot 4 RC (or in SNAPSHOT today). Adding it already shouldn't have any side effects. Projects updating to new SB release later shouldn't have any side effects since they should exclude vaadin-dev anyway manually. Manual excluding is not needed anymore with this.
