This adds the 0.10.0 main menu.

I wonder where to best target this, we could just push this to the 0.10.0 branch and create another version of the menu for master with no version or something like latest or dev

Yes, it's the same as in Assets-Masters just as DDS

I have not; just pulled it locally to check the image since I can't see it in GitHub.

OK, I just created a 0.10.x branch, and retargeted this PR to target it.

I did find that the quality with standard compression via nvcompress is not great, thus I looked again how the original image was compressed and changed the compression algorithm to preserve the fine details. Commented this as part of #263

Looks good so far. Now to play-test it.
