docs: update trading fees and referral links to the revised copy - #98

Align both pages with the revised product copy: per-asset perp taker fee tiers (BTC/ETH/SOL vs other markets), the two-level referral program (Standard 10%, Accelerated 20%), and the swap-volume exclusion from the fee-tier calculation. Also move the builder-fee calculation off the fees page and into the builder codes doc, and lift the referral, filler-reward, and fee-adjustment sections out of Spot Market Fees, where they had been misnested.
