proto-google-common-protos was recently updated to v2.71.0, which requires protobuf-java 4.x. This aligns the protobuf-java version to satisfy that dependency. Also affects the protoc compiler version used for code generation from .proto files (via protobuf-maven-plugin's protocVersion). Note: an earlier upgrade attempt to 4.31.1 was previously reverted; this is a renewed attempt with a newer release.
