Cleaned up the cfg, code and some QOL changes.
Moved max_pings / ping_duration / ping_cooldown to the cfg.
Added the option to change the color of all elements per player through !radar. (Saves between sessions)

Added tf2_team_radar.cfg & sm_reloadradar to allow for customization on the fly. (admin only)
Added a Toggle for showing disguised enemy Spies globally on the radar. (admin only)
Both are accessible through !radar or sm_radar.
Changed sm_mapping to sm_pingradar to match the other commands scheme.
Teammates are now represented by either a dot, an up arrow or a down arrow to indicate elevation relative to the player.

Fixed a major oversight where a disguised enemy spy wouldn't show on the radar.
Added the option to change the radar's position per player which is saved between sessions.
Reworked the sm_radar command to open a menu for toggling the radar and adjusting it's position.
