This PR fixes issue #1552 where 'Peak shaving' was ignored when 'self-consumption from battery' is set to 'only critical loads' (Keep Batteries Charged mode).
The issue was that in 'KeepCharged' state, the 'ActiveSocLimit' was being set to 'None', preventing the ESS logic from knowing the effective limit. This change ensures 'ActiveSocLimit' is published as 'minsoclimit' in this state, consistent with other states.
