fix proposed — Phase 1 forensic capture before Phase 2-4. Three
candidate hypotheses ALL labeled `UNCONFIRMED:` in Issues.md §AJ.1.

CONSTITUTION SUBMODULE PORTING (subagent a60751a4788c96a0c in flight):
Subagent is porting universal rules from ATMOSphere
Constitution/CLAUDE.md/AGENTS.md into ./constitution submodule
per User mandate 2026-05-14. Current commit captures the
inheritance pointer changes the subagent has made to parent
AGENTS.md + CLAUDE.md + the 10 owned submodules + 3 nested
SmartTube submodules. Two pre-build FAILs are EXPECTED at this
point (CM-ANTIBLUFF-AUDIT for test_constitution_inheritance.sh
pending anti-bluff promotion + CM-CONSTITUTION-INHERITANCE
pending parent AGENTS.md/ATMOSPHERE_CONSTITUTION.md pointer
additions) — subagent will resolve in next commit.
§11.4.12 docs sync: 8 export artifacts refreshed.
§12.10 CONTINUATION sync: Last updated 2026-05-14T13:00:00Z +
Phase 39.AQ entry.
§11.4.9 batch compliance: host-source-side only, NO REQUIRES_REBUILD.
OPERATOR NEXT STEP (when this firmware is flashed on D3):

Decision-guide section in meta.txt will point at the confirmed
hypothesis (a / b / c). Phase 2-4 fix then targeted.
