ci: add zizmor adoption check

Adds a workflow to ensure that all non-achieved public repositories in the org are checked by zizmor.

What Enabling Code Scanning Means:

• The 'Security' tab will display more code scanning analysis results (e.g., for the default branch).

Hmm, I'm not really sure if we need something like this. There might be some repos that aren't as important to need zizmor, I think it's better that we add it on a case-by-case basis. That's my opinion of it though.

I think it's safer to exclude things rather than include things. If we want to skip some repos, we can click the ignore button to surpress it.
