Adds OxideDock, a Vue 3 + Tauri v2 desktop starter template.
It ships Vue 3, Vite, Tailwind CSS, Pinia and Vue Router on Tauri v2, with Vitest and Playwright tests, a coverage-gated Rust test suite, Biome and ESLint, Lefthook hooks, and automated cross-platform releases producing .deb, .AppImage, .dmg, .msi and .exe artifacts.
