rolldownOptionswould not be used to resolve some options during the build, unlikerollupOptions. This PR updates the logic so it first usesrolldownOptionsand fallbacks torollupOptionsindex.htmlwhen mutatingrolldownOptions.input#22033resolveRolldownOptionsis not tested currently
