What does this PR do, and why is it needed?
Lifting and shifting our E2E tests from the E2E repo to this repo. In addition to lifting and shifting, I have
I have ran some of the tests locally as a spot check and most of them passed. I don't expect all the tests to pass with this change, but I wanted to split the effort into separate PRs.
