This reverts commit 013b4a0. reproducible-containers/buildkit-cache-dance is not on the volcengine org Actions allowlist, so every run of build-docker-image.yml since #4421 merged died with startup_failure — including the v0.4.17 tag build, which is why no v0.4.17 image was published. Drop the step to unblock publishing; re-land it once the action is allowlisted org-side.
