One machine per data/nodes entry, generated dynamically and named by fqdn, with the node's real hostname so hiera classifies the VM exactly like the real machine. Applies the working tree masterless via the same puppet apply + pluginsync path cloud-init uses. Per-node overrides supply dummy secrets and lab-only settings; vagrant/README.md documents usage and the expected lab-only failures.

Validated end to end: with #204's fix cherry-picked (plain production still hits the #203 compile error, which the rig correctly reproduces), vagrant up voxpupu.li converges a fresh Ubuntu 24.04 VM and lands exactly the three pre-existing bootstrap gaps noted in #203, nothing new.

The rspec suite proves catalogs compile; this proves roles converge. Worked on with Claude (Claude Code) per the AI usage policy.
