Compatibility evidence
Changesets 3 upgraded the release-plan formatter path and repeatedly failed the Linux release action while generating the 1.1.1 changelog. The repository has been restored to the verified 2.29.8 release path. A semver-major-only ignore keeps the monthly development group resolvable without suppressing compatible maintenance updates.
