The module adds "Widget Banner" section to Shopping Cart Price Rule in admin. Then you can create rule related banner and display it in list with widget.
Log in to the Magento server, go to your Magento install dir and run these commands:
composer require vs7/magento2-module-promowidget
magento, magento2, vs7, promo, rule, widget, banner
