frr: T8021: add pending upstream patch to fix bgpd crash

This addresses FRRouting/frr#19549 which we have a pending upstream PR FRRouting/frr#20078. Until this is merged or we upgrade to FRR 10.5 we need this fix.

I think we can ignore this.

Local build of FRR and all smoketests passed.

Tested by community, I have not tested it.

Upstream merged the PR.
We may rebuild FRR and disable this!
