While this PR does state the counterargument made in #307, it doesn't really state the drawback I pointed out (and really makes the drawback sounds more severe in my view). I get the impression that there isn't room for improvement in this normative text in the view of the editors, so I don't know if my concern can really be resolved so much as considered invalid.

It is important to document your viewpoint clearly as to provide reference to others who may have similar questions. The editors will help you integrate the proposed changes, either into the specification or into the explainer that is expected to document considered alternatives.
