The current GetStatusForPolicy behavior is undefined for ClearKey. This updates the spec so that clearkeys behavior and promises are defined to always resolve, no matter the hdcp min_version.

When the ClearKey key system MediaKey calls GetStatusForPolicy, for any min version, the CDM should return that it is Usable. As per: w3c/encrypted-media#565 testing: Updated player_utils.js which is used by Clearkey Browsertests. Also updated the getstatusforpolicy html web_tests, and removed the failing expectation.
