Per the W3C Process, registries must identify the custodian of the registry, which is the Media WG.

In the Media WG meeting at TPAC 2025 (minutes), we discussed publishing registries as Candidate Registry.
Per the W3C Process, registries must identify the custodian of the registry, i.e., Media WG in the case of the EME registries. This PR updates the registry definitions to say that Media WG consensus is required to add new entries.
