Add clarification about intermediate steps (on the way to 200%) for resize text

• adds a clarification that if the resizing mechanism includes intermediate steps between 100% and 200% magnification, then there can't be any loss of content or functionality at those intermediate steps
• adds a cross-link to Images of Text SC in the note about ... images of text
