Currently if the modlist tile image has no title in the image, then its actual title isnt superimposed on the tile, without hovering the mouse, which means by default it makes it much harder to find names of modlists
This change means that the title is always visible, hovering or no, but still only for modlists that have modlist_contains_title == false
