Spec: LRC elapsed timer after 30 seconds
This draft PR adds the self-contained APP-4871 implementation contract under
agents/specs/APP-4871: LRC elapsed timer.md. It defines the LRC status-row placement, inclusive 30-second threshold, ordinary-command and completed-duration compatibility, shared-session/restore behavior, design alternatives, and exhaustive validation criteria.The implementation phase will reuse this branch and PR after approval, add the client code and tests, then mark the PR ready for review. No implementation code is included in this draft.
