This PR imports a copy of the
tool-conventions/Signatures.mddocument.tool-conventionsis not an appropriate place to discuss changes to individual proposals, so having a copy here makes it easier to do it before submitting the changes back to the main repository.The PR also suggests the addition of a
content-typeidentifier in the signature section, right after the specification version identifier.This allows the format to later be extended to sign other content, including raw blobs and OCI images.
