Example loop tool and psPlotKit work flow for LSRRO

Fixes/Resolves:

This adds an example of how loop tool and psPlotKit can be used to analyze flowsheets.

Summary/Motivation:

Right now, there are no clear examples in WaterTAP of how looptool and psPlotKit can be used for analysis. This adds a clear example for LSRRO.

• adds example of how to set up model functions and the loop tool
• adds example of how to set up .yaml file to do a map and case analysis
• adds example of how to make cost-optimal maps with psPlotKit
• adds example of how to plot cost breakdowns with psPlotKit
• will add other examples based on comments.
