* implement retry logic for yarn install in workflows (#434) This change introduces a retry mechanism for the «yarn install» command in both the «4_builderprecompiled_base-dev-environment.yml» and «dev-environment.yml» workflows. The implementation allows up to three attempts with a delay of 15 seconds between retries if the installation fails.
