ReCIterDB 1.0

Change include:

• Updated schema for ReCiterDB (back end of Publication Manager)
• Overhauled the ReCiter to ReCiterDB daily update. The new approach is significantly faster and more reliable. Also, it imports new attributes into ReCiterDB.
