What changed?
Try changing release-please configuration to create a shared release PR.
Why was this change made?
Separate pull requests do not work, since the Node and Helm package names are the same. It seems like the Helm package "wins", ref. #4868. This is cause by a shortcoming in release-please with an ancient issue: googleapis/release-please#997.
