Summary
Improve the English and Chinese plugin references with clearer option descriptions, types, defaults, and usage forms.
Replace dense option tables with scannable per-option sections for the DLL and progress plugins, clarify DefinePlugin and ProvidePlugin mappings, and normalize extract-comments headings.
