Only using tokio::runtime::Builder for the pyo3 bindings, so can make it not required.
Still needed to run tests with async code.

Only using tokio::runtime::Builder for the pyo3 bindings, so can make it not required. Still need it in dev-dependencies though as some Rust tests use tokio's async runtime.
